What Income Counts for ACA Subsidies? MAGI, Explained in Plain English

What MAGI Actually Is

MAGI starts with the adjusted gross income from your tax return, then adds back three things most people do not have: tax exempt interest, the untaxed portion of Social Security benefits, and excluded foreign income. For most households, MAGI is simply your AGI. It is not your gross salary, and it is not your take home pay.

What Counts

  • Wages, salaries, and tips
  • Net self employment income, after business expenses. This is the one 1099 workers get wrong most often, usually by using gross instead of net
  • Unemployment compensation
  • Interest, dividends, and capital gains
  • Rental income
  • Retirement account withdrawals from traditional IRAs and 401(k)s, and pension income
  • Taxable Social Security benefits, plus the untaxed portion for MAGI purposes
  • Alimony from divorces finalized before 2019

What Does Not Count

  • Supplemental Security Income (SSI)
  • Child support you receive
  • Gifts and inheritances
  • Workers compensation
  • Veterans disability payments
  • Roth IRA withdrawals taken in retirement

Whose Income Goes In

The marketplace looks at your tax household: you, your spouse if you file jointly, and any dependents required to file their own return. A working teenager below the filing threshold usually does not move your number. A spouse always does, even if only one of you needs the coverage.

Estimating When Your Income Moves Around

Self employed and commission based workers rarely know their year in advance, and the system accounts for that. Make a good faith estimate from last year's return and this year's trajectory, then update the marketplace within 30 days whenever reality shifts. The Tax Time Reconciliation

Subsidies are advance payments of a tax credit, and the IRS settles the score on Form 8962 with your return. Earn more than you estimated and you repay some or all of the excess. Earn less and the IRS pays you the difference. This is routine and automatic. What it is not is optional: skip the form and you can lose subsidy eligibility going forward.

One line matters here. An honest estimate that turns out wrong is normal and legal. Knowingly lowballing your income to inflate a subsidy is a false statement on a federal application signed under penalty of perjury, with civil penalties that reach six figures for willful cases.
