The short answer

Cigna is leaving the ACA individual market. Starting in 2027 it will no longer sell individual and family health plans, on or off the Marketplace, in any of the 11 states where it offered them. If you have a Cigna Marketplace plan today, your coverage continues through December 31, 2026, but you need a new plan for 2027.
| Key fact | What it means |
|---|---|
| 11 states | Arizona, Colorado, Florida, Georgia, Illinois, Indiana, Mississippi, North Carolina, Tennessee, Texas and Virginia. |
| ~369,000 | People with Cigna individual coverage in early 2026 who need a new plan. |
| Dec 15 | Pick a plan by this date in HealthCare.gov states for coverage that starts January 1. |
| Not affected | Cigna health plans you get through an employer. |
Why Cigna is leaving
Cigna announced the exit on April 30, 2026, alongside its first-quarter earnings. The company said it did not see a way to meaningfully grow its ACA business and wants to focus on its employer plans, its pharmacy benefits business and its Evernorth health services division. Its individual enrollment had already fallen from about 446,000 people in early 2025 to about 369,000 in early 2026, after the enhanced tax credits expired at the end of 2025.
Cigna is not alone. Several insurers have pulled back from the Marketplace for 2027, which is one reason premiums are rising again. See 2027 health insurance rate increases by state.
States Cigna is leaving
Enrollment figures are estimates from March 2025 and are likely lower now. Florida had the most Cigna Marketplace members of any state.
| State | Cigna enrollees (Mar 2025, est.) | Marketplace | Open Enrollment ends |
|---|---|---|---|
| Florida | ~97,000 | HealthCare.gov | Jan 15, 2027 |
| Tennessee | ~89,000 | HealthCare.gov | Jan 15, 2027 |
| Colorado | ~56,000 | Connect for Health Colorado | Jan 15, 2027 (Cigna members: special enrollment to Mar 1) |
| Mississippi | ~53,000 | HealthCare.gov | Jan 15, 2027 |
| Virginia | ~45,000 | Virginia's Insurance Marketplace | Jan 29, 2027 |
| Georgia | ~35,000 | Georgia Access | Jan 15, 2027 |
| Texas | ~23,000 | HealthCare.gov | Jan 15, 2027 |
| North Carolina | ~22,000 | HealthCare.gov | Jan 15, 2027 |
| Indiana | ~8,600 | HealthCare.gov | Jan 15, 2027 |
| Arizona | ~2,500 | HealthCare.gov | Jan 15, 2027 |
| Illinois | ~1,600 | Get Covered Illinois | Jan 15, 2027 |
What happens to your Cigna plan

Your Cigna plan works normally through December 31, 2026. What happens next depends on your state and how you bought it:
- Some Marketplaces will move you automatically. Federal rules let a Marketplace place you in a similar plan from another insurer where state law allows. Georgia Access does this. The plan it picks may not include your doctors or be the best price.
- Some will not. Get Covered Illinois and Connect for Health Colorado require Cigna members to choose a new plan themselves.
- If you bought directly from Cigna, outside the Marketplace, nobody will move you. Without a new plan you will be uninsured on January 1.
- If you get moved and don't like the plan, you generally get 60 days after January 1 to switch. A plan chosen then starts the first of the following month, so waiting can leave a gap.

Florida had more Cigna Marketplace members than any other state, about 97,000 in early 2025. It is also not the only change: Sunshine State Health Plan's Marketplace products end after 2026, with members who do not choose a plan moved to Ambetter. Approved 2027 rates in Florida rose about 10.4% on average, and some plans rose much more.
Florida uses HealthCare.gov. Choose a plan by December 15 for a January 1 start. Open Enrollment closes January 15, 2027. More on what is changing: why your health insurance went up in 2027.
What to do now
- Read your discontinuation notice. It says whether you will be moved and to which plan.
- List your doctors, hospitals and prescriptions. Check them against any new plan's network and drug list before you enroll.
- Update your 2027 income estimate. Your tax credit is based on it. Self-employed people and truck drivers should use projected net profit.
- Compare every plan in your ZIP code, not just the one you are moved to. Look at the deductible and out-of-pocket maximum, not only the premium.
- Enroll by December 15 for a January 1 start, so there is no gap.

What is not changing
This exit only affects individual and family plans. If you have a Cigna plan through your employer, nothing changes because of this announcement. Cigna had already left Medicare: it sold its Medicare Advantage and Part D business to Health Care Service Corporation in 2025.

Frequently asked
Is Cigna leaving the ACA Marketplace?
Yes. Cigna announced on April 30, 2026 that it is exiting the individual ACA market for 2027. It will stop selling individual and family plans in all 11 states where it offered them, both on and off the Marketplace. About 369,000 people had Cigna individual coverage in early 2026.
Which states is Cigna leaving?
Arizona, Colorado, Florida, Georgia, Illinois, Indiana, Mississippi, North Carolina, Tennessee, Texas and Virginia.
Will I be moved to a new plan automatically?
It depends on your state and how you bought your plan. Some Marketplaces move Cigna members into a similar plan from another insurer, while others, like Colorado and Illinois, require you to choose. If you bought directly from Cigna outside the Marketplace, you will not be moved. Either way, choosing your own plan is safer than letting the system pick one.
When do I need to pick a new plan?
Open Enrollment for 2027 starts November 1, 2026. In HealthCare.gov states, including Florida and Texas, choose a plan by December 15 for coverage that starts January 1. Open Enrollment ends January 15, 2027 in most states and January 29 in Virginia.
Does this affect my Cigna plan through work?
No. Cigna is leaving the individual market only. Employer group plans are not affected by this exit.
